重磅!萬字文件發布,資本市場、房地產稅、金融消費者保護、利率市場化都提了,為完善社會主義市場經濟體制劃重點

其中,《意見》明(ming)確,加快建立規(gui)范、透明(ming)、開放、有活力、有韌性的資本(ben)市(shi)場,加強(qiang)(qiang)資本(ben)市(shi)場基礎制(zhi)度(du)建設,推動以信息披露為核心的股票發行注冊(ce)制(zhi)改革,完善(shan)強(qiang)(qiang)制(zhi)退市(shi)和主動退市(shi)制(zhi)度(du),提高(gao)上市(shi)公司質量,強(qiang)(qiang)化投資者(zhe)保護。


此(ci)外,《意見》明確(que),穩妥推進房地(di)產稅立法。



加(jia)強資(zi)本市場基礎制度建設?

完善強制退市和主動退市制度


建(jian)立健全統一(yi)開(kai)放的(de)要素市(shi)場。加(jia)快(kuai)建(jian)立規范、透明、開(kai)放、有(you)活力、有(you)韌性(xing)的(de)資(zi)(zi)(zi)本(ben)市(shi)場,加(jia)強(qiang)(qiang)資(zi)(zi)(zi)本(ben)市(shi)場基礎制(zhi)度建(jian)設(she),推動(dong)以信息披露為核心的(de)股票(piao)發行(xing)注冊(ce)(ce)制(zhi)改革(ge),完善強(qiang)(qiang)制(zhi)退市(shi)和(he)(he)主動(dong)退市(shi)制(zhi)度,提高上市(shi)公司質量,強(qiang)(qiang)化投(tou)資(zi)(zi)(zi)者(zhe)保護。探索實行(xing)公司信用類(lei)債券發行(xing)注冊(ce)(ce)管理制(zhi)。構建(jian)與(yu)實體經(jing)濟結(jie)構和(he)(he)融資(zi)(zi)(zi)需求(qiu)相(xiang)適應、多層次、廣覆(fu)蓋、有(you)差異的(de)銀(yin)行(xing)體系。



穩妥(tuo)推進房地(di)產稅立法


加快建立(li)現代財稅(shui)制度。適當加強中央在知(zhi)識產權(quan)保護(hu)、養老保險(xian)、跨區域生態(tai)環境保護(hu)等(deng)方面事(shi)權(quan),減(jian)少(shao)并規范中央和地(di)(di)方共同事(shi)權(quan)。深化稅(shui)收制度改革(ge),完(wan)善直接稅(shui)制度并逐步提高其比(bi)重(zhong)。研(yan)究將部(bu)分(fen)品目消費稅(shui)征(zheng)收環節后移。建立(li)和完(wan)善綜(zong)合與分(fen)類相結合的個人所得稅(shui)制度。穩妥推(tui)進房地(di)(di)產稅(shui)立(li)法。



落(luo)實農(nong)村(cun)第二輪土地承包到期(qi)后

再延長30年政(zheng)策


全面(mian)完善(shan)產(chan)(chan)權(quan)制(zhi)(zhi)(zhi)(zhi)度。落實(shi)農(nong)(nong)村(cun)(cun)第二輪土地承(cheng)包到期后(hou)再延長30年政策,完善(shan)農(nong)(nong)村(cun)(cun)承(cheng)包地“三(san)權(quan)分置”制(zhi)(zhi)(zhi)(zhi)度。深化(hua)農(nong)(nong)村(cun)(cun)集體(ti)產(chan)(chan)權(quan)制(zhi)(zhi)(zhi)(zhi)度改革,完善(shan)產(chan)(chan)權(quan)權(quan)能(neng),將經(jing)營性資(zi)產(chan)(chan)折股量化(hua)到集體(ti)經(jing)濟(ji)(ji)組織成(cheng)員,創新(xin)(xin)農(nong)(nong)村(cun)(cun)集體(ti)經(jing)濟(ji)(ji)有效(xiao)組織形式和運(yun)行機制(zhi)(zhi)(zhi)(zhi),完善(shan)農(nong)(nong)村(cun)(cun)基本(ben)經(jing)營制(zhi)(zhi)(zhi)(zhi)度。完善(shan)和細化(hua)知識(shi)(shi)產(chan)(chan)權(quan)創造、運(yun)用、交易(yi)、保護制(zhi)(zhi)(zhi)(zhi)度規則,加(jia)快建立知識(shi)(shi)產(chan)(chan)權(quan)侵權(quan)懲罰性賠(pei)償制(zhi)(zhi)(zhi)(zhi)度,加(jia)強企業(ye)商(shang)業(ye)秘(mi)密(mi)保護,完善(shan)新(xin)(xin)領域(yu)新(xin)(xin)業(ye)態(tai)知識(shi)(shi)產(chan)(chan)權(quan)保護制(zhi)(zhi)(zhi)(zhi)度。



健(jian)全民營企業直接(jie)融(rong)資(zi)支持(chi)制度


營造支持(chi)非公有制經濟高質量發展(zhan)的(de)制度(du)環境(jing)。健(jian)全支持(chi)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)發展(zhan)制度(du),增加面向中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)的(de)金融(rong)服(fu)務供(gong)給,支持(chi)發展(zhan)民(min)營銀行、社區(qu)銀行等中(zhong)(zhong)小(xiao)(xiao)金融(rong)機(ji)構。完善民(min)營企(qi)業(ye)融(rong)資增信支持(chi)體(ti)系(xi)。健(jian)全民(min)營企(qi)業(ye)直接融(rong)資支持(chi)制度(du)。健(jian)全清理和防止拖欠民(min)營企(qi)業(ye)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)賬款(kuan)長(chang)效機(ji)制,營造有利于化(hua)解(jie)民(min)營企(qi)業(ye)之(zhi)間(jian)債務問(wen)題的(de)市場環境(jing)。完善構建(jian)親清政商關系(xi)的(de)政策體(ti)系(xi),建(jian)立規(gui)范化(hua)機(ji)制化(hua)政企(qi)溝通渠道,鼓勵(li)民(min)營企(qi)業(ye)參與實施重大國家戰略。



建(jian)立健全金(jin)融消(xiao)費者保護基(ji)本制度


強化(hua)貨幣(bi)政(zheng)策、宏觀(guan)審(shen)慎政(zheng)策和金融監(jian)管協調(diao)。建(jian)設(she)現(xian)(xian)代(dai)中(zhong)央銀(yin)行制(zhi)(zhi)度,健全中(zhong)央銀(yin)行貨幣(bi)政(zheng)策決策機(ji)制(zhi)(zhi),完善基礎貨幣(bi)投放機(ji)制(zhi)(zhi),推動貨幣(bi)政(zheng)策從數量型調(diao)控為(wei)主向價格型調(diao)控為(wei)主轉型。建(jian)立現(xian)(xian)代(dai)金融監(jian)管體系,全面加強宏觀(guan)審(shen)慎管理,強化(hua)綜(zong)合(he)監(jian)管,突出功(gong)能監(jian)管和行為(wei)監(jian)管,制(zhi)(zhi)定交(jiao)叉性金融產品監(jian)管規則。建(jian)立健全金融消(xiao)費(fei)者保護(hu)基本(ben)制(zhi)(zhi)度。有序實現(xian)(xian)人民(min)(min)幣(bi)資本(ben)項目(mu)可(ke)兌換(huan),穩步推進人民(min)(min)幣(bi)國(guo)際(ji)化(hua)。



健(jian)全(quan)基準(zhun)利率(lv)和市場(chang)化利率(lv)體系


推進要素(su)價格(ge)市(shi)(shi)場(chang)(chang)化(hua)(hua)(hua)改革。深化(hua)(hua)(hua)利(li)率(lv)市(shi)(shi)場(chang)(chang)化(hua)(hua)(hua)改革,健全基(ji)準(zhun)利(li)率(lv)和市(shi)(shi)場(chang)(chang)化(hua)(hua)(hua)利(li)率(lv)體系,更(geng)好發(fa)揮國(guo)債收益率(lv)曲線定價基(ji)準(zhun)作(zuo)用,提(ti)升金融(rong)機構自主(zhu)定價能力(li)。完善人(ren)民幣匯率(lv)市(shi)(shi)場(chang)(chang)化(hua)(hua)(hua)形成(cheng)機制,增強雙向(xiang)浮動(dong)彈性(xing)。加(jia)快全國(guo)技術交易平臺建設,積極發(fa)展科技成(cheng)果、專(zhuan)利(li)等(deng)資產評估服務,促進技術要素(su)有(you)序流(liu)動(dong)和價格(ge)合理形成(cheng)。



支持(chi)民(min)營企業參與關鍵(jian)領(ling)域核心技術創新攻(gong)關


健全鼓勵支(zhi)(zhi)持基礎研(yan)究、原(yuan)始創(chuang)(chuang)新(xin)的體(ti)制機(ji)制,在(zai)重(zhong)要領域適度超前(qian)布(bu)局建(jian)(jian)設(she)(she)國家重(zhong)大科(ke)技基礎設(she)(she)施(shi),研(yan)究建(jian)(jian)立重(zhong)大科(ke)技基礎設(she)(she)施(shi)建(jian)(jian)設(she)(she)運營(ying)多元投入機(ji)制,支(zhi)(zhi)持民營(ying)企業參與關(guan)鍵領域核心技術創(chuang)(chuang)新(xin)攻關(guan)。



試點賦予科研人(ren)員職務科技成果所有權或長(chang)期使用權


完善科(ke)技(ji)(ji)人(ren)才發現(xian)、培養、激勵機(ji)制,健全符合科(ke)研(yan)規律的科(ke)技(ji)(ji)管(guan)理體(ti)制和政策體(ti)系(xi),改(gai)進科(ke)技(ji)(ji)評價體(ti)系(xi),試點賦予(yu)科(ke)研(yan)人(ren)員職務科(ke)技(ji)(ji)成果所有權或(huo)長期使(shi)用權。



適時在全國范圍開展營商環(huan)境評價(jia)


落實《優(you)化(hua)(hua)營(ying)商(shang)環(huan)境條例》,完善(shan)營(ying)商(shang)環(huan)境評價體系(xi),適時在全國(guo)范圍開(kai)展營(ying)商(shang)環(huan)境評價,加快打造市場化(hua)(hua)、法治化(hua)(hua)、國(guo)際化(hua)(hua)營(ying)商(shang)環(huan)境。



大(da)力發展商業養老保(bao)險(xian)等(deng)


健全(quan)統籌城鄉、可持(chi)續的基本(ben)(ben)養(yang)老(lao)保(bao)(bao)險(xian)制度(du)(du)、基本(ben)(ben)醫療保(bao)(bao)險(xian)制度(du)(du),穩(wen)步提高保(bao)(bao)障水平。實施企業職(zhi)工(gong)基本(ben)(ben)養(yang)老(lao)保(bao)(bao)險(xian)基金(jin)(jin)(jin)中(zhong)央(yang)調劑制度(du)(du),盡快實現養(yang)老(lao)保(bao)(bao)險(xian)全(quan)國(guo)統籌,促進基本(ben)(ben)養(yang)老(lao)保(bao)(bao)險(xian)基金(jin)(jin)(jin)長(chang)期平衡。全(quan)面推開(kai)中(zhong)央(yang)和(he)地方劃轉(zhuan)部分國(guo)有(you)資(zi)本(ben)(ben)充實社保(bao)(bao)基金(jin)(jin)(jin)工(gong)作。大(da)力發展(zhan)企業年(nian)金(jin)(jin)(jin)、職(zhi)業年(nian)金(jin)(jin)(jin)、個人儲蓄(xu)性養(yang)老(lao)保(bao)(bao)險(xian)和(he)商業養(yang)老(lao)保(bao)(bao)險(xian)。

加快自(zi)由貿(mao)易(yi)試(shi)驗(yan)區(qu)(qu)、自(zi)由貿(mao)易(yi)港等對(dui)外開放高(gao)地建(jian)設(she)。深化(hua)自(zi)由貿(mao)易(yi)試(shi)驗(yan)區(qu)(qu)改(gai)革(ge)(ge),在更(geng)大范圍(wei)復制推廣改(gai)革(ge)(ge)成果。建(jian)設(she)好中國(上(shang)海)自(zi)由貿(mao)易(yi)試(shi)驗(yan)區(qu)(qu)臨港新(xin)片區(qu)(qu),賦予其更(geng)大的(de)自(zi)主發展、自(zi)主改(gai)革(ge)(ge)和自(zi)主創新(xin)管理權限。聚焦貿(mao)易(yi)投資自(zi)由化(hua)便利化(hua),穩步推進(jin)海南自(zi)由貿(mao)易(yi)港建(jian)設(she)。



健全(quan)破產制(zhi)度?

推動個人破產立(li)法


完(wan)善經濟領域法(fa)律法(fa)規體(ti)系。完(wan)善物(wu)權、債(zhai)權、股權等各類產(chan)權相關法(fa)律制度,從(cong)立法(fa)上賦予(yu)私有(you)財(cai)產(chan)和公有(you)財(cai)產(chan)平等地位(wei)并平等保護。健(jian)全(quan)破(po)產(chan)制度,改(gai)革完(wan)善企業破(po)產(chan)法(fa)律制度,推動(dong)個人破(po)產(chan)立法(fa),建立健(jian)全(quan)金融機構市場化退出(chu)法(fa)規,實現市場主體(ti)有(you)序退出(chu)。修訂反壟斷法(fa),推動(dong)社會信用法(fa)律建設,維護公平競爭市場環境。
